When I texted her she seemed very excited and surprised that I did so we talked a bit but she's giving me mixed signals she's either really talkative or doesn't reply till the next day I wanted to ask her if she wanted to hangout sometime but I'm scared because I don't think she likes me is she playing hard to get, just busy, or is she just not interested anymore?

Just ask her out man, girls don't just write their number on your hand for a friend to chat with. About her not answering, ever consider what she might be doing? Maybe she fell asleep, had something on the go and forgot about her phone, the list goes on. Ask her, you've got nothing to lose.

Of course she likes you, SHE wrote her name on your hand. Maybe she is really nervous because she likes you a lot, one moment she's really talkative, the next she is not; this is a very clear message.
