My first husband and I divorsed in Minnesota and I was awarded full leagle and phisical custody he only gets resnable parenting time at my discretion. Yes he can adopt, but not without the bio father being involved. The bio father will need to agree to (or, at least not object) the petition for adoption.

As to how to go about it, that's simple. Find a local Family Law attorney and have them prepare the petition. I would NOT recommend starting an adoption without an attorney. The attorney will tell you exactly what you need to do and prepare the proper paperwork. If the bio father does not object, then it should be a fairly simple process.
