The mower will not start. I do hear a clicking sound.

Anyone wanting to answer this question would need more info. What would you say if I said, "my car won't start". I hear a noise that might be a clicking sound? Not enough info.
Although, it sounds like the issue could be the battery not having enough power to turn the Starter. -Or- the Starter is frozen and will not turn.
There are a few options to try. 1) be sure engine is not engaged/in gear. 2) make sure you have a known-good working battery. Test across Terminals with your Voltmeter: It should read about 13.5 Volts. If below 12.0 Volts, the battery might not have enough power or 'juice'. 3) Has the engine started before and recently (say in a month)? One would want to know that the machine has recently been working. Otherwise it could be a myriad of things causing an Engine not to start, from a Spider eggs in the carb intake to the Engine blown. There are just too many variables at that point.
Let me know more info and I can try to help sort it out. What is the device/engine? Is it a mower? Weedeater? Other small engine for some other device like a pressure washer? What is the make/model of the machine? How old is it? What was it doing before it no longer started; meaning was it in a garage or something purchased at a garage sale? Are you the original owner?
