No water is coming out of the hose that usually pours water into the fill tube. Water is however dripping from the pumping station on the left where the stem sticks out and holds another stick that has a cross on the top... when the water finally trickles down the stick into the tank and lifts the floating part, it finally stops. I tried to shut off the main water to the toilet but the hissing still sounds!. I filled the tank with water so it would stop running. The hole in the toilet is not clogged water shoots out when it does fill. Do you think there is water in the thing that is supposed to float? Do you think the hose that is supposed to shoot water into the tube is clogged?

Did you take the hose off and see if water comes out,

But it is not uncommon for the fill valve to clog or just stop working. They are not very expensive and easy to replace, I would just run by a "big box store" pick up a new one and not worry about it any more.
