I will register it when I get 2 printed copies to send to Washington; however I need to know if the title page should list one or both copyright years. And should it have a new isbn no. as well?

If I recall correctly from my time in publishing, a new ISBN isn't needed if the work is less than some percentage unchanged (70% or 75%? ). In other words, if your revision is more than 25% (or 30%) new material, you need a new ISBN.

For just a cover change, no new ISBN is required. BUT - you'll need to conert the old ISBN-10 to the new ISBN-13 standard. Info about that is on the site.
