I remember a B/W movie about a pilot (X-15?) who lands and everything and everybody is frozen in place (time) somehow he meets up with a woman on this Air Force Base that isn't frozen in time. They both realize that time is moving, but very slowly. They both discover a youngster that "is" frozen in time, just seconds from being ran over by a firetruck that has its brakes off. And they both devise a plan to prevent the kid from being hurt using seatbelts attached to the gearshift lever and the wheels of the truck. In the end, all works out and the kid is saved. I believe nobody remembers anything after time catches back up with the two after they prepare for when time starts moving again. When the two people meet later at the very end of the movie I think they have a Deja Vous moment that passes. It might have been a "made for TV movie", but I'm thinking it may have been around 1966-7? Maybe even earlier. For some reason, I'm thinking the name had "Time Barrier" in it. This is a tough one folks, I'm pretty good at finding out these kind of things, but this one has got me stumped!
