I have an 01 venture that will not turn over. It will not crank. When you put the key in lock cylinder, it might ding, but once you go to start position, there is nothing. No dash lights, or anything. I have charged battery, and replaced ignition switch. The instrument cluster buzzes, and the needles bounce around. If the key is in the accessory position, the chime sounds, or dings, but, if you hit break pedal it stops, or even if you turn headlight switch it stops. There are no headlights, taillights, brake lights. Or anything. Is this an ECM problem, or PCM? The van is equipped with pass key 3 also. Just need some idea where to start, or if I'm going to tow it to my local dealer?

Try testing all under hood and under dash fuses with a test light or multimeter. Read up on your security system and what needs to be done when the battery is removed.

Do you have a volt meter to test the actual battery voltage while all these things are happening?
It sounds to me like a failed or failing battery. Even if you've tried charging the battery, if it has a faulty cell internally, you will need to replace it.
