I was born in ny and want to remove the father listed on my birth certificate. I am over 21, the man listed is deceased.

Is the man on your birth certificate your biological father? If not, do you know who is? Is your mother still alive?

I met him once, he said no. No my mother is not.

Really not, it even depends where you live, and if the US what state was the birth certificate.
But in some there is a limited time to challenge paternity, and in many there has to be a valid reason to challenge, ( some open court case, if it be child support or custody, or as a adult for probate court for a challenge to the will.)
But he is your legal father even if not the bio father ( that is actually more common that it sounds)
So
1. have to look at the local laws where the birth certificate was issued.
2. most likely have to have a reason to challenge paternity.
3. and not it will be hard, with him dead little chance of a DNA test.

You can get your name changed, but it is highly unlikely you can have him removed from your birth certificate.

Just out of curiosity, if he's not your bio-father, do you know how his name ended up on your birth certificate?

I do not know, he was married at the time and had children in another state. A friend of mothers told me when she ran away from home she had a job interview with him. Which is pretty much what he told me too. He did remember her though.
