You need to be clearer about this. Who adopted whom?

An adoption terminates parental rights. So are you referring to the adoptive father or the bio father?

A father can't relinquish his rights, period. Only a court can terminate rights. And a court will never terminate rights to allow a father to get out of paying support.

If the adoptive father is looking to get out of support its not going to happen. If it's the bio father, he's already out since the adoption terminated his rights.

A father can not "sign over his rights" with or without mothers approval. Unless it is for adoption.

So if this is the adopted parents they are now the legal parents.
