I'm a c cup and I'm 128 lbs and 5'5 and I hate having bigger boobs. Then the rest of my friends... I've tried not eating that much and that didn't work and I exercise a lot but nothing works... I want a breast reduction but I'm only 15 and my parents don't want me to get that done... Any suggestions?

You are NOT going to get breast reduction surgery for a C cup at 15 years old.
These operations are reserved for woman with really serious breast problems causing overt health issues due to their size, normally cup size F and above..
A C is a pretty average size for breasts.

Thanks. But I'm still bigger than all of my friends and I hate my chest! I'm skinny and then my boobs are just so much bigger then my stomHach! And it doesn't fit my body at all and I just want to know if it's possible to get them smaller without surgery?

Stop comparing yourself to "all your friends." They probably wish they were as beautifully endowed as you are.
Buy good bras with proper support. There are bras that manage larger breasts very well and make them look slightly smaller than they are by redistributing the tissue.
Wear v-neck tops but not plunge-neck ones. Wear cotton and not clingy fabrics. If you wear a knit top, make sure it's the right size for you (not too small). Avoid big, bold florals and horizontal stripes.

I just tried on my old horizontal striped shirt on and it really does look bad on me... thanks for the tip :)

Don't make your chest the center of interest, Put that center of interest somewhere else -- a pretty necklace or scarf, a neat belt, printed slacks, etc. Don't tuck in shirts real snugly, feel free to wear a vest or cardigan or jacket open at the front. Wear a crisscross style across your chest.

A horizonal shirt looks bad on anyone, throw that thing away.
Next be sure you dress for your bust size. If you want to deflect from it, wear proper clothes. Next wear proper bra's. That life and support right.
But no, no doctor would even consider a breat reduction at 15, and none at a C cup, you would have to be at F or FF. Next seldom unless it is hurting your health, will insurance pay for it.
Next it is very very painful and you can be off your feet for about a month from the surgery

Many large busted women wear bras that are too small. When you are bulging out the top you look bigger and are more noticeable.
A thin scarf around the neck helps a lot.
Darker colors make you look smaller.
Thin jacket-blouses can be worn over tees or tanks, even in summer. An oversized blouse with a straight hem looks like a jacket.
The women I know who had breast reductions didn't have medical problems. One woman who did have problems (diaphragmatic hernia, I believe) didn't have a reduction.
