My daughter is 3yrs old. Her father was around at birth signed the birth cert. But then walked out of her life when she was 8months. Hasn't seen her seen then. I filed for child support the court ordered him to pay payments still hasn't. Nor seen her since 8 months or contacted me. My finace wants to adopted her. Am I able to do that ? How would I go able it?

Your attorney will write up the paper work and contact the child's bio father to get his permission for the adoption. If he will not sign for it, it gets harder, merely not paying or not visiting does not automatically take away his rights. So you will file in court for the adoption and show the court it is in the child's best interest. The bio father has the right to fight it.

Best plan, esp since they will require you to be married, not just engaged, and be married normally for a year, during this year, go after the bio father, turn it over to child support enforcement, get a garnishment of his pay, most times the dead beat dads are glad to sign for the adoption to get out of paying support

Can I file abandonment parent? Cause he jumps from state to state do to child support.

No, there is no such thing as abandonment papers. You have an order for support. You can ask the court to swear out a warrant for his arrest for unpaid support. As for your fiancée adopting, after you are married you can petition for the adoption. He should agree to it since it will end his support obligation and he can stop running.
