Standard outlet works but when gfci substituted there is no power even when the outlet tests and resets?

Can you clarify something, is this a GFCI breaker or GFCI receptacle? Have you checked the breaker in the panel?

Yes, this is a gfci outlet, standard breaker is on. Power on the line wire and attached to the line side of the outlet. Tests and resets but no power or "green" light on outlet. I have tried 2 different new gfi outlets. Thanks.
