If the president is supposed to be in charge of the country, but Congress really is in charge of the country, then why do we need a president? Its like asking why do we drive on parkways and park on driveways?

The federal government comprises three distinct branches of government:
1) a legislative branch -- pass, amend, and repeal laws
2) an executive branch -- executes the law
3) a judicial branch -- interprets and applies the law
All work together (or are supposed to) and check and balance each other. One branch is not more powerful than another.

So that's why my social studies teacher laughed at the answer I wrote for a question I forgot the answer to... I guess you're right about my ultimate answer being an ultimate not-good
