What is treaty no or article no. for US-Canada treaty provision claiming dependents on Form 1040NR.

Another quick advise.

I am sending federal tax return with W7 form and I am also filing state tax return.

Should I send my state tax return with my federal or should I wait for ITIN approval and then send state return.

The state tax return goes to a different address, probably in the state capital.

You need to WAIT until you get the ITIN back before filing the state return. BTW, once you have the ITIN, you can probably efile the state return.

Actually, some states allow filing before you get the ITIN. You could file your return now writing "applied for ITIN" in the field and then send the ITIN to the state as soon as you get it.
MA is one of those states for example.
However, it would probably be less of a hassle to wait for the ITIN and then file. Just be sure you pay any taxes you might owe the state as soon as possible (if you haven't done it already) to avoid penalties/interest.

For some states, that gets you the refund a LOT faster than if you mail it.
