I have been thinking about this for years and I still can only remember the ending of the film. I don't recall if it was regarding bullying or just hate in general.

The ending of the film had a bunch of students who clearly disliked each other waiting around staring at the clock for the bell to ring. Then after school they all meet on the playground (I seem to recall it was a basketball court) and each student had a random weapon of some sort. I remember one of them had a model rocket that I guess was supposed to be a bomb or something.
Anyway, they took turns shooting at each other and when hit it would "kill" them and they would lie on the ground until there was only 1 person left. That person then "killed" his/her self with their weapon.
I was in 2nd or 3rd grade when I watched this so it would have put it somewhere around 1987-1990 but who knows when the video was produced.
Would anyone out there recall such a video and possibly know the name of it?
