Ran out of gas in my 91 civic, refueled, and the it started but ran like it had no power, and accelerator did nothing. Turned of and tried to start again and it would turn over but wouldn't start. HELP

Running your fuel pump dry can ruin it. You may need to replace it and check over the fuel filter.

When your gas tank runs empty the fuel pump and lines can suck up the trash on the bottom of the tank. I would check the fuel filter first because it's under 10 bucks to replace, if replacing that doesn't work then move on the fuel pump and fuel lines.

Put more than a token amount of gas in the tank. Turn the ignition switch to ON (Position II), until the fuel pump stops running; then, turn the ignition switch to OFF. Repeat this process two more times. This will fully pressurize the fuel rail. On the final attempt, turn the ignition switch to START--the engine should fire right up.
