Inside unit is working, outside ac unit is not working

Check inside and outside breakers in Panel and Disconnects.

If you determine the outdoor unit has power (breakers are on and/or checking the line side of the contactor) you can try these tests at the contactor to see if you are looking at a low or hi voltage problem.

Low voltage problem troubleshooting at the coil of the contactor - with a call for cooling at the thermostat:

Could be a dual run capacitor gone bad but if both outdoor fan and compressor are not coming on do the plunger test to see if they do.
If they do come on but on a call for cooling they do not come on, check the coil voltage for 24v. If you do not have the 24v start down that 24v path (yellow wire and schematic) to trace it back. Work your way back to the thermostat from there.
