I'm 10 weeks pregnant. The father of my child does not want the child. I am keeping my child so seeing how we disagree, he can sign over his parental rights now. How can I prepare the paperwork

You can not, the whole "sign over rights" is a myth. Only if you were remarried and had a husband who wanted to adopt can he sign over his rights.
When the child is born, you file for cusotdy, file for child support and he does not have to ever use a single right

Where did you get the idea he can sign his rights over? There is no paperwork you can prepare because it is not going to happen.
If he doesn't want to exercise his rights and you are OK with that, then don't. However, if you need to apply for public assistance, they will require the father be identified and provide support. You may also be doing your child a disservice by not getting support.
