As the Rogers Hub is a proprietary 3.5G/HSPA network device, manufactured by Rogers for use in Canada, it would make a lot more sense for you to contact them directly with your complaint. They offer 24 hours technical support.

As far as they are concerned it is working properly. I have been on hold and on the phone doing cable switch outs playing with their settings from configurations. And now I am here.

All right, understood. Need to know a few things first.
1] As it's wireless 3.5G signal transmitted from the Rogers Hub, how many bars (signal strength) do you see on your cell phone? If your computer has a signal strength meter, what does it show?
2] Does the computer have have built-in wireless, or does it have a wireless NIC that you had to install? If the latter, what mfg. and model of NIC?
3] What operating system are you running? If it's Windows XP or Windows 7, are you using the native Windows wireless network setup wizard, or did Rogers provide their own software to setup your wireless network?
4] Is your IP address static or dynamic?
5] Do you know how to open a command prompt?

From what I read about the Rogers Hub it also has RJ45 ports for connecting a CAT5 cable from the hub to your PC. Is that how you're connected, or is the PC connected wirelessly?
192.168.1.1 is the address of the DHCP server built into the Rogers Hub. Did you get a manual with it that explains how you access it's web configuration console?
Typically you just open your browser, type 192.168.1.1 in the address bar, and press enter. This brings up a login page for your hub. It should ask for a username and password. Normally, the default password is "admin" (no quotes). Leave Username blank, type admin in Password, click OK. If that doesn't log you on, reverse it; admin for Username, Password blank.
If you get logged in, on that first page (look around) you should see your actual IP address. Write that down. It should also whether your IP is static or dynamic. Write that down also.
If you get that far, post back with all the info I've asked for, and we'll go from there.
