My questions are is it legal in Pennsylvania to cash a Certified check for 1st months rent and a Security Deposit before a Lease is presented, agreed too and then signed by all parties involved? The tenative Landlord has now prsented a Lease 3 weeks later whitch is not acceptable and Legally questionable. The Landlord has a clause stating that they Must be added to any Renter's Policy as an Insured Party, which is not Legal or Available through my Insurance Company. There is also a clause that in the event of my death during occupancy that my heirs will be held liable for ( 2 ) Months rent after my death, this sounds unbelievable. The Landlord had agreed in verbal discussion and e-mail's to Paint, Replace Carpet, and put in New Appliances which have not yet been done and move in is scheduled for the 24th of April. There is also no railing or light above the stairs going to the downstairs Laundry Room which they agreed to put in. The basement is unfinished and only ruffed in which electrical wires and insulation exposed everywhere is this a Code issue within the Rental Law? Any answers at this point would be greatly appreciated.
