If its being returned, the returned mail should state a reason. What does it say? Are you sending to one hotmail address or different ones? What are you sending?

I am sending to several hotmail addresses and get message back from mailer daemon saying undelivered mail retured to send*** ATTENTION *** (copy attached))

Your e-mail is being returned to you because there was a problem with its
Delivery. The reason your mail is being returned to you is listed in the
Section labeled: "----- The delivery status notification errors -----".

The line beginning with "Diagnostic-Code:" describes the specific reason
Your e-mail could not be delivered. The following lines contains the
RFC822 header of the original email message.

Please direct further questions regarding this message to your e-mail
Administrator.

    SC-001 (SNT0-MC2-F27) Unfortunately, messages from {IP removed} weren't
Sent. Please contact your Internet service provider since part of their
Network is on our block list. You can also refer your provider to
    http://mail.live.com/mail/troubleshooting.aspx#errors. (in reply to MAIL
    FROM command)

I've edited out much of what you posted because it contained personal information. But the problem is only partially hotmail's.

Basically you are being told clearly what the problem is: " part of their network is on our block list". So your outgoing mail server is on hotmail's block list for spamming. So find a new E-mail provider. Or stop spamming.
