Should I ay a plumber to hook up the washer to the drain line coming out of wall near floor? It is used upstairs.

Not if you are asking what I think you are: you just attach a pre-curved rubber or plastic tube to the drain outlet on the back of the washer and stick it in the larger drain coming out of the wall. It should be higher than the top of the washer though! If not, it's not much money to have someone put an extension on the pipe.

Washer drains need to be 6" or so above the top of the washer or it will never fill. Raise the drain pipe up. Are you sure there is a trap on the line?
