Inside unit runs as should. Outside unit has no power not even at breaker checked breakers inside have voltage. Have replaced pole sequencer an relay on inside. Have power coming in just no power going to roof top exterior unit. It is not a breaker so please if you don't know don't answer. Could it be the transformer? Unsure of type of unit do to age.

If you have no power coming out of the breaker, I would say you have a bad breaker. The thing to check is if you have power feeding the breaker. If you have power in to the breaker but not out, it's a bad breaker.

No power to disconnect at unit. Have power from breaker box in house over to inside unit but nothing leading out to disconnect outside.

Very simple, if you do not have 240v at the disconnect (take the cover off and be careful) than the it is the breaker. No majic here

Less likely, line break (breaker popped)

Take cover off panel and measure at the breaker with the breaker on across both poles - what do you get?
