I am on court probation and have about 9 months to go on a 3 year probation. I still have about 400 in restitution to pay. Can I move out of state for a new job?

That would be up to your local court and your Probation Officer. Get with them now. One thing that will probably NOT work is for you to just move and then tell them later.
