My flywheel want turn when I pull my starter rope on my pushmower

Hi,
Could be a broken starter, but the first thing I would do is pull the plug and make sure the cylinder is not filled with fuel and preventing it from turning.
May be wise to describe morre fully if this has nothing to do with the problem.
