If I started paying restitution for theft and I have already pd most of it back he keeps threating to press charges if he don't get the rest asap he wants me to give him property that is worth more then I owe can he press charges where I have already started paying the restitution

Yes of course, he can still press charges after it is all paid back. He can press charges anytime up to the statue of limitation which could be a year or even several years.
