Had the AC person hear for the spring check up and one thing he said was that the blower run capacitor was weak and to replace it. I cannot find anything listed as a blower run capacitor. Can someone tell me what this is? Also he said that the condesing fan has oil on it so it is leaking and to replace it. Is this correct?

I'm not a HVAC tech but I would question that statement. Simple logic would say that if the system is leaking freon at a rate sufficient to carry the compressor oil with it, your system wouldn't be working. Well, not for very long anyway.
Blower motor capacitor would probably look similar to this.
