Where this ointment was applied the affected surface keeps burning months later when I wake up several times during the night after I quit applying it .
What needs to be done to correct this problem.

That's a steroid cream. You shouldn't use it for more than a few weeks, and you shouldn't have sunburn longer than that either. Why do you have sunburn 'spots'? What happened? Did you burn so badly that you had scabs?
You haven't said when the last time you saw a doctor was. Did a doctor prescribe this? You are supposed to go back to the doctor if you don't have relief after 2 weeks, or if you have adverse reactions. What does your skin look like now?

From the Taro site:
'In controlled clinical trials, the total incidence of adverse reactions associated with the use of
Desonide was approximately 8%. These were: stinging and burning, approximately 3%, irritation,
Contact dermatitis, condition worsened, peeling of skin, itching, intense transient erythema, and
Dryness/scaliness, each less than 2%'
