I am wondering if any collection agency can garnish my wages when I am in debt management program? I have a lot of medical bills and I am paying on each of them every month, but I am still getting harassed and threatened they are going to sue me. How do I stop this?

I am pretty sure they can as debt management is usually based on goodwill not legally binding, your creditors are not usually under obligation to accept the payments under debt management. If you have an official plan, such as an IVA in operation, then usually they cant. It is legally binding. Its probably hot air on their part, very nomrla ploy when under edbt management, trying to get more money out of you. They know that if you are going through debt management, you have had a worked out budget plan, and if they try to sue you the courts will ask for a budget plan, so usually would not order any higher payment than the debt management plan does. When I used DM I had some compnaies phoning asking me to increase the payments, I just said I couldn't afford to and eventually they left me alone.

If they have agreed to the program and are in it, and the payments are current.
If you are not in a plan, or if all the debts you owe have not agreed to the plan ( many medical groups most likely won't go or agree to many of the plans.
As for as being harassed, you tell them and send them a letter demanding they don't contact you by phone any longer but only by mail.
This stops a lot of them.
But if a company gets a judgement against you, they can garnish your wages, but they will have to get a judgement first
