I would just measure the resistance of each set of windings with an ohm meter. The start winds will have the greater resistance.

This link helps to answer the question:

The insides of a ceiling fan motor explained - YouTube (http://www.youtube.com/watch?v=EAudT9QOZzY)

This link will help neeraj300169 find the two windings, and with HKstroud's answer, help measure the resistance of each.

Thank you, tkrussell and hkstroud. I've cleaned up my errant reply - and added to the subject line.
