In the state of MN why am I unable to change daughters name to our new married in family name with out contacting the (no name on birth certificate) blank sperm donor?

If it was a sperm donor, through a sperm bank, you CAN.

If it's the child's biological father that you thought was good enough to have sex with... it's because HIS rights are as protected as YOUR rights.

As Synnen said, if it's a sperm donor from a sperm bank you should have no problem. However, if it's someone who you had a relationship with, the child would need to be officially adopted and the rights of the biological father would have to be terminated.

The fact you slept with him and thought he was good enough to be a sex partner gives him right as a father to the child. You not listing on the birth certificate does not take away any of those rights. To enforce those and all of his rights he merely has to file in court for a DNA test to prove he is the father and file motions to enforce his rights.
