We had a thunder storm go through and the power flicked off twice I don't know if the furnace was running. I have 4 flashes witch indicates high limit switch stuck open removed and gave it afew tapes reinstalled still no good removed wires and jumped them passed switch still am getting 4 flashes took jumper out between wires turned on furnace and got the same 4 flashes with just the fan running. I have not tested for power in the wires going to the switch is there a fuse or reset that I can't see.

Most likely you have more than one high limit. There is the main high limit, and usually an auxiliary high limit that is on or very near the blower squirell cage housing. The main limit resets itself when it cools off, the aux limit usually has a small button between the wire terminals that you can push in to reset the limit.
