How do I report my landlord in the state of Vermont,we had a collapsed sceptic tank that wasent fixed and we had raw swewage pouring out into the basement and coming up into our bath,when we had our oil tank inspected by a oil firm for safety they said it was unsafe and dangerous and refused to deliver any oil to us.

What has your LL done to repair the septic tank. LL must maintain property in a safe and habitable condition. No fuel and bad septic are neither. The state does not handle stuff like this but a local or county building dept or health department does. We can't tell what damage was done by the sewage but it is not likley the cause of an unsafe condition with a fuel tank. What did they say was unsafe about it? Where are you located?

In Vermont you report the landlord to the County Health Department. Of course, if the building gets closed down you have nowhere to live, so start looking around immediately.
The leaking oil tank might be a environmental problem - report that to your State's environment enforcement agency.
Sounds awful!
