And her boyfriend and her are in a very loving committed relationship. Now she was born January 11th 1994, and he was born June 15th 1996. Now they are about 7 months shy of that three year mark, but does the three year rule apply to them still because she's a legal adult and he's still a minor? Can they still be together on account they aren't three years apart in age , or is the minor/legal adult matter what counts here?

That the person in the relationship who is a legal adult could get arrested if found to be in a relationship with someone who is three years or more younger then they are.

I believe that ONLY applies in certain states and when sexual matters are concerned as there are NO laws governing dating.
Better to be safe than sorry and wait for BOTH people to be over the age of consent.
