1.Sperms or semen can be seen during ultrasound before IUI*?
2.Can doctor tell if I had sex before IUI?

No, you would not be able to see sperm with an ultrasound as they are far too small. If a woman has an exam very soon after having had sex (which probably isn't likely to happen), then yes, the doctor may be able to tell as semen may still be present. Otherwise, no they wouldn't know.
