I have a 95 Honda accord lx can I change the knuckles over to a 97 model to get away from the bolt on rotors?

Here's what I would try first, if I understand your problem. Honda rotor screws often corrode. Wearing safety glasses, place the ball pein head of a 16 oz. or larger ball pein hammer on the screw, after spraying it with PB Blaster. With another large ball pein hammer, strike the former several times. Then, use a hand impact tool, with a #3 Phillips head tip, to remove each screw. Once you remove the screws, coat them with anti-seize compound. Then, you won't have any more problems with them. Drill them out, if they still won't budge. It's nice to use the rotor screws, but they are not essential.

If you are saying that you have "captive rotors" (1990-1997), where the brake rotor is sandwiched between the hub and the steering knuckle, I would not replace the knuckles with some other set-up, since it affects the type of wheel bearings you have. In my opinion, that would be asking for trouble. As far as I know, all 1990 to 1997 Accords have "captive rotors," with bolts going from the hub into the rotor.
