I need to find " N " in Vh/Vref = (h/href)n. please help transpose.

Multiply both sides by href/h, and this is what you get:
\frac {V_h}{V_{ref}}\ \times \ \frac {h_{ref}}{h} = \frac h {h_{ref}}\ \times \ n \ \times \ \frac {h_{ref}}{h} = n

Multiply both sides by href/n. That will leave h by itself on the right hand side.
