If my child's father doesn't comply with his child support order, will they still grant him parenting time?

Yes, child support and child visit are two separate issues. If he is not paying support then use the courts to force payment or what ever is allowed in your area.

It all depends on the judge but you can request that he gets it taken away until he pays the child support he owes you.

I just responded to another post of yours that contained misleading info. I will suggest again, that you be more careful of your facts when answering. Fr_Chuck is correct. In almost all areas, support and visitation are dealt with SEPARATELY. So a court is not going to take away visitation if support is not being paid.

@ ScottGem. No need to be rude. I never said visitation would be taken away. I said the person could REQUEST it, which means to ASK. If it's handled separately then the judge would have said that and moved on, end of story.

First, I was not rude, I was giving you information. Second, it does not work that way. You don't just ask a judge like that. You have to file a motion for the judge to rule on. Again, if you do not know the subject please refrain from posting misleading information.
