The movie was set in some sort of sci-fi future with a bad guy who I remember looking like David Bowie for some reason. He was infected with something and the good guys thought they killed him but he came back to life. The good guys were cops or something in this future. The setting could almost look post apocolyptic. There was a specific part that I remember where this young boy finds this lady infected and she seemed like she was in a trance. Any help would be great!

I forgot to add that this movie was either in the late 80s to early/mid 90s.
