Agree, it can be 1000's of things, there are levels of neglect in reference to child custody, to child services or more

It depends on the State, Country and the Judge, however generally child neglect is denying the child medical care, food, water, proper clothing, proper safe housing, in some areas running water and electric and heat are also required, exposing the child to abuse, failing to protect the child from abuse, failing to provide proper schooling in some locals is abuse, failing to meet the basic needs of the child (child dirty, improperly dressed for weather, left alone in a car etc) child subjected to emotional or verbal abuse, in some locals this is considered child abuse not neglect. There are many more things that are considered neglect depending on the location and Court, but this is the general consensus on child neglect and what constitutes it.
