I am currently collecting unemployment and I also work 15 hours a week, I was not served any papers notifying me that I owe this creditor from at least 8 years ago, I go to pay my rent and there is a Levy on my account both savings and checking with zero balances. Are they allowed to take your money if it is UIB and Child support and I have no knowledge they were owed, this is also from when I was married.

Clearly they were awarded a judgment some time ago. So it may be difficult at this point in time to vacate that judgment.
No UIB and Child support are not exempt.

I will assume another issue that you report your 15 hours of work to the unemployment office and your unemployment is reduced by earnings.
But to garnish not only did you have to owe, but have for some time, at some time in the past they took you to court, and sued you, and got a judgement.
Now yes they can take the money and will take any future money that goes into that account
