Human Resources Clerk likes to tell all the employees in company (small company only about 15 people) about peoples garnishments, background checks and stuff from their personal file. She said it is company business and she call tell anyone in the company the information. I live in Nebraska and I don't think that is right.

You need to speak with her immediate supervisor. She is probably not breaking a law but likely a company policy. Ask the supervisor what he/she would do if this lady talks about what's in his/her file.

Legally she is not breaking any laws. But ethically she is wrong. All the employees need to complain to her supervisor. HR people should know better.

Talk to the owner of the company, I would do so as a group, and get all or most of the employees to ask to see the owner about it.
