What you might be seeing is this WAPS (Wireless Access Point) charges. Some of the newer phones have a setup where if your near wifi then it automatically connects to it. Some services like that are pay as you go. Or you may have this service and never use it but there is a recurring charge just for having it. You should be able to turn this feature off. You should also call the service provider you have and ask them about it too.

WAP is basically "Wireless Application Protocol" which is used to access and interact with information and services instantly. Like sending MMS or connecting to the internet.

I would suggest you to call your Mobile service provider and let them know about these re-occurring charges. Ask them to discard all the services which are using WAP Service on your SIM. They will be the right people to help your out with this.
