I think Heather pays 60 cents because 3/5=0.6 or 60%. And 8+0.6=$8.60. If I am right, than the bill would have been $8.60

Heather paid 3/5 of the bill. Which means Jen paid the other 2/5 of it. Hence Jen's $8 = 2/5 of the total bill. So the total bill = $8 x 5/2 = $20.
