My credit score is 590, with that said I need some advice as to how to purchase a used inexpensive car with no money down nor a trade in. My car was recently wrecked and my payoff isn't enough to put gas in a car. Everyone says I should go to a dealer that carries their own papers, some look very shady. I have made so many applications and inquires online my credit report is enormous. I am disabled but have a average, steady income. Help.

You are not going to get any car from any dealer with NO MONEY down. Even the shady dealers will need 300 to 1000 dollars down.
What most do, they go to auctions and buy the cars, if they buy the car for 400 dollars they do a little work, clean it up, look up the book value, lets say it is about 2000 dollars,
so they will ask perhaps 2400 dollars with 400 dollars down. The down payment is often and from the dealers I know, normally their actual cost to buy the car.
They sell the car hoping you will not pay and they can repo the car, many cars are sold 3 to 5 times before someone actually pays it all the way off. I was talking to a family member who owned a used car lot just last week, he was telling me how upset he was that someone actually paid one car off, he had sold it 7 times each time getting his down payment money and so on.
Most of the cars may have some mechanical issues, So you need to find a company that has a good rep. I know two or three locally here in Atlanta for example. But all will need at least 1000 dollars down.
