I have a harbor breeze ceiling fan. The speed will not change when I pull the chain. It seems to be stuck on the slowest speed. What can I do?

The switch may be bad and no click may be a sign of not switching.
Sometimes it is just the routing of the chain/string.
If you don't wan't to replace the switch(or can't find the correct one), You may be able to push the chain into the switch and then pull, do this twice to have fan on full, then install a fan control?
