On December 30, 2011, I had a miscarriage. I went to the ER and they declared my HCG level was at 2. On January 24 (yesterday) I took several home pregnancy tests and they have all come back with faint positive lines. Today I took another test and the line was positive and a little darker than yesterday's lines. I called the ob-gyn but the secretary just snapped at me. Am I pregnant again..

Did the ER staff order up a sonogram to verify an empty uterus? You may have had either threatened miscarriage, an incomplete miscarriage, or a real pregnancy. While hormone levels will fluctuate after a miscarriage, the possibility of a pregnancy coming through does exist.
Sometimes women bleed and release all kinds of crap, and find out that (whew!) the baby is still indeed there.
Ignore the stupid secretary - because if she snapped at you and caused you to turn away, and that action resulted in your death from, say, a Fallopian tube pregnancy (which can KILL you), then that secretary needs to be taught by the doctor not to borrow liabilities against the Drs office. It is your job to follow up with the OB/GYN and usually ERs *ask* patients to go back to their regular MDs for follow-up care.
Go to Planned Parenthood or another provider who will test you to see if you are indeed pregnant - there are places that will do an actual sonogram FOR FREE. Keep in mind it may be a vaginal sonogram if the pregnancy was declared early on to be a miscarriage. Or go to that doctor's office you mention and make sure you complain that the secretary intimidated you so badly with the snapping that you ended up questioning yourself on medical care - that secretary is NOT you - you have a right to question the outcome of the pregnancy test and get verification.
Your life may be on the line, and you do have a right to confirm whether the miscarriage was real.
Good luck and stay strong! Don't let the secretaries run you over ever again.
As a mother your JOB is to be a strong woman who will not back down.
You as a new parent-to-be have a LOT of work ahead of you and you NEED to start arming yourself with your *rights* - this situation of people running you over like a freight train will only get worse and worse over time, so you have GOT to stay strong!
