HI! Welcome to the Wonderful World of Wags.
There is so much to say that it can't be said here, so do a lot of online searching and get some books from a pet store (a small one might lend you some).
A basic rule of training is that it's the owner who is being trained as much as the dog. A dog is not a human, even though they like to think they are and we like to treat them that way. So you train in little blocks of time, repeating the same thing over and over, once a day, simple commands like sit and stay and come. You have to be firm and consistent, and without punishing except for a sharp NO. NO can't drag out in a whine or sweet talk and has to be all by itself, and should be instantly followed by a diversion, such as if the dog chews a shoe, say no and provide a chew toy.
And when the dog does the right thing, you heap on lots of praise.

My toy poodle I 4 months old I have 2 other mini poodles they are 2 years of age now and completely toilet trained, I have been putting all 3 in a small enclosure now to sleep and they all have access to the back yard, but if I let all 3 inside the 4 month old toy poodle just pees or poos wherever she feels like... I want to let them run around in the house, but I feel bad not letting the toilet trained 2 have the freedom because of my toy poodle... Please help... what can I do.. when I take my toy poodle outside she just plays.. Please help me :(
