I have been divorced for 10 years in the settlement my ex had agreed to take over and pay a line of credit from the bank.He has been to the bank to see what he had to do to remove my name from it, but it means that he would have to get a job and the payments would be higher than they are at present. Therefore he chose not to get a job.Now for 10 years I have had this loan attached to my name.I cannot go for a bank loan because this loan shows up.This has put my life on hold because he is using my credit.Recently his mother has passed away and he has been left a substantial amount of land. Can I put a judgement against him and his property to have this loan paid off or is there another course of action that I can do or take to get him out of my life?

You first need to file suit and get a judgement against him.

Putting a lien on the property doesn't help you. You need to either force a sale or attach a portion of the property so you can sell it to pay off the loan.

Okay, so how does a person go about putting a judgement against him? I've never done anything like this before and have no idea where to start.

You file suit against him. Get an attorney and file. Or check out small claims court if it meets the limits.

What does the divorce say about this debt? If he is paying on it as ordered by the Court you cannot get a judgment for other relief.
