The embassy or consulate where she has to take her old one to and fill out the application in Ghana will give her the current fees in the currency there. Its no great secret, they are up front with them.

Unless this a "girlfriend" you've never actually met in person and you've been scammed to send money... then everything "she" has ever told you is a lie... and she might even be a he.
